This document has been drawn up by the Ministry of Transport of the Russian Federation.
In keeping with the standards of the Convention on International Civil Aviation and practices recommended by the International Civil Aviation Organisation (hereinafter ICAO), it is recommended that contracting states waive visa requirements for air transport crews, when they arrive in the territory of another contracting party on international flights, when on duty, as per air transport agreements.
To close the gap in visa legislation in the area of air transport between Russia and certain foreign states, an agreement has been drafted on the reciprocal introduction of eased rules for entry, sojourn, and exit from the territory of the Russian Federation or a foreign partner state for crews of aircraft of air transport companies providing air carriage services on routes specified in a relevant bilateral air transport agreement, as well as for crews of other aircraft operated for fees or under a lease contract, but not performing scheduled international carriage (charter and special flights).
This agreement will lay the basis for simplifying the formalities for air crews of company-owned aircraft and will facilitate cooperation in the area of air transport.
Using the draft-envisaged rights will have a beneficial effect on the commercial performance of Russian air carriers.
