The draft law amending the federal law On the Federal Budget for 2013 and the Planning Period of 2014 and 2015 has been drawn up by the Finance Ministry.
It provides for making changes to the part of Federal Law No 216-FZ dated December 3, 2012 that lists the 2013 federal budget targets. The targets for 2014 and 2015 have been left unchanged.
The new targets describing the expected level of Russia’s socio-economic development in 2013 are estimates, the Ministry noted, and are subject to adjustment during the year. Furthermore, this law does not affect macroeconomic parameters, such as the gross domestic product or inflation, that underlie the country’s budget for 2013 and are listed in Article 1 of the budget law. Neither does it change the key targets of the 2013 federal budget such as revenues, expenditures and deficit.
This law redistributes federal allocations within the same overall spending volume for 2013.
The Finance Ministry has proposed spending 171.215 billion roubles for the following programmes:
- 64.6102 billion roubles for fulfilling the normative obligations of public actors such as wide accessibility of preschool education for children under seven; social security for specific groups of the population; increasing the compensation packages of specific categories of workers;
- 1.6872 billion roubles for healthcare programmes;
- 14.8692 billion roubles for programmes in scientific research, culture, physical fitness and sport;
- 72.8741 billion roubles for support of specific industries, the mass media and the development of transport infrastructure;
- 13.2811 billion roubles for national defence and law enforcement programmes;
- and 3.8939 billion roubles for other initiatives.
The Federal Budget Law will also be amended in accordance with proposals made by key federal budget administrators to redistribute federal allocations within the same overall spending volume as stated in Article 1 of the Federal Budget Law, at 79.7989 billion roubles.
The draft law was discussed and approved at a Government meeting on April 25, 2013.
