A lump sum payment will be made to certain categories of Russian nationals residing in Russia and the Baltics in April and May 2015. The number of recipients is over 2.6 million, and the total sum to be paid is 12.3 billion roubles.

Submitted by the Ministry of Labour in fulfilment of Paragraph 2 of Presidential Executive Order of 26 February 2015 No. 100 On a One-Time Payment to Certain Categories of Citizens of the Russian Federation in Connection with the 70th Anniversary of the Victory in the Great Patriotic War of 1941-1945.
The executive order establishes a lump sum to be paid in the amount of:
7,000 roubles: to Great Patriotic War veterans and disabled veterans from the categories listed in Subparagraphs 1 to 3, Paragraph 1, Article 2 of the Federal Law On Veterans (hereinafter – the Law on Veterans), former underage prisoners of concentration camps, ghettos and other forced detention facilities maintained by Nazis and their allies during the Great Patriotic War, widows and widowers of service members who died during the war with Finland, the Great Patriotic War and the war with Japan, widows and widowers of disabled persons who had served and participated in the Great Patriotic War;
3,000 roubles: to Great Patriotic War veterans and disabled veterans from the categories listed in Subparagraph 4, Paragraph 1, Article 2 of the Law On Veterans, former adult prisoners of concentration camps, ghettos and prisons.
Paragraph 2 of the Executive Order instructs the Government to ensure the allocation of funds to cover payment-related expenses and establish the procedure and conditions of the payment.
The signed resolution sets the Regulations for the lump sum payment (hereinafter - Regulations).
In accordance with the Regulations, the lump sum payment will be made by:
The Pension Fund of Russia and its local offices – to citizens within their ambit;
Responsible agencies – to citizens receiving pensions in accordance with the Law On Provision of Pensions to Persons Who Have Served in the Armed Forces, Agencies of the Interior, the State Fire Service, Anti-Narcotics Agencies and Penitentiary Institutions and Agencies, and to their Families;
Agencies responsible for the payment of monthly lifelong emolument to judges – to citizens receiving it in accordance with the Law On the Status of Judges in the Russian Federation.
Citizens who have several entitlements will be paid in accordance with the entitlement providing the higher payment. Citizens who permanently reside in Latvia, Lithuania and Estonia, will receive their lump sum payment in accordance with the procedure stipulated in Government Resolutions No. 1386 of 17 December 2014 On the Payment of Pensions to Persons Who are Leaving (have Left) Russia for Permanent Residence in Another Country, and No. 335 of 15 April 1995 On the Payment of Pensions, Compensations and Allowances to Military Pensioners and Members of Families Who Reside in the Republic of Latvia, the Republic of Lithuania and the Republic of Estonia, and the Provision of Funds to the Social Security Staff at Russian Embassies in Above Countries.
Over 2.6 million people will receive a lump sum
payment. The funds earmarked for the purpose total 12.3 billion roubles.
