The implementation of the approved action plan for the Innovative Development Strategy in 2015-2016 will help to further develop basic support elements for innovations and boost the rise of a socially focused innovation economy.

The Innovative Development Strategy to 2020 (hereinafter referred to as the Strategy) was approved by Government Directive No 2227-r of 8 December 2011.
The first stage of the Strategy included the restructuring of university education to develop university research and promote cooperation between university and real economy companies.
At this period, we saw the approval of development programmes for 15 leading universities within the 5-100 academic excellence project, the Presidential Programme for Advanced Training of Engineering Personnel, support to Russian nationals who independently enrol in leading foreign educational institutions and the Global Education Programme.
Innovation development programmes have been approved for the 60 largest public/private companies, 35 technology parks have been established, a system of grants and support for loan-based innovation projects has been created within the framework of the Developing Industry and Increasing Competitiveness programme and development institutions.
The development institutions have created a comprehensive system for supporting promising projects at the key stages of development.
The state academies of sciences have been reorganised and the Russian Research Foundation, the Foundation for Advanced Research and the Zhukovsky Institute National Research Centre have been created. The Federal Fundamental Scientific Research Programme for 2013-2020 has been approved by Government Resolution No 2237-r of 3 December 2012.
A number of crucial state programmes including measures to develop a national innovation system have been approved to ensure the achievement of the goals under the Strategy.
The implementation of roadmaps to develop new industries has been launched.
As many as 25 pilot innovation territorial clusters have been created in 20 regions to facilitate their innovative development.
Directive No 373-r includes an action plan for the implementation of the second stage of the Strategy in 2015-2016 (hereinafter referred to as the Plan). The Plan sets out measures to improve the education system, to promote research, technological and innovation activity, to create a system of state support for research and technical creativity of children and young people, to ensure a successful implementation of innovation development programmes at public/private companies, to create mechanisms for stimulating demand for innovation solutions, to modernise the R&D structure, to further develop the financial framework of innovative activities, to create mechanisms for the legal protection of marketable research products created by innovative Russian companies, to enhance Russia’s integration in global projects to create and implement innovations, and to implement development programmes at innovative territorial clusters.
The implementation of the Plan will promote the development of the key elements of innovation support and a quick rise of a socially focused innovative economy.
