The draft federal law On Amendments to the Federal Law on the Special Economic Zone in the Kaliningrad Region and Amendments to Certain Legal Acts of the Russian Federation (hereinafter draft law) has been prepared by the Federal Customs Service pursuant to the resolutions of the meeting on the operation of the special economic zone in the Kaliningrad region on May 13, 2014 (Point 4, Protocol No DM-P12-40pr).
The draft law streamlines customs administration in the special economic zone in the Kaliningrad region, in particular:
- temporary storage of foreign goods brought into the SEZ by SEZ residents in areas under their jurisdiction;
- special procedure for customs operations regarding Customs Union goods moved by sea between the motor-railway-ferry terminal of the Kaliningrad sea port in Baltiisk and the sea port of Ust-Luga;
- bringing the provisions of Federal Law No 16-FZ On Transport Security, pertaining to the deadlines for the release of goods placed under SEZ customs procedure, in conformity with the Customs Code of the Customs Union;
- empowering customs authorities to conduct the registration of means of transportation placed under SEZ customs procedure.
The draft law was considered and approved at a meeting of the Russian Government on January 22, 2015.
