The approved regulations establish the procedure and criteria for the classification of territories as unfit for agribusiness.
The following criteria have been established: - The status of agricultural lands, which should meet one or more of the characteristics provided for under the regulations; environmental conditions; climate; and socio-economic factors, in particular an increase in the rural population, the ratio of per capita resources of rural households to the regional subsistence level and the level of rural unemployment.
Under these regulations, a region is deemed unfit for agribusiness if it meets at least one of the following conditions:
- Fifty percent or more of rural lands (with regard to climate indicators, 50 percent or more of the territory) of a region meet one or several criteria (soil condition, natural and climatic conditions), while the integral indicator of the socio-economic development of rural areas in the region is below the national average;
- Eighty percent or more of rural lands (with regard to climate indicators, 50 percent or more of the territory) of a region meet two or more criteria (soil condition, natural and climatic conditions), regardless of the integral indicator of the socio-economic development of a region’s rural areas.
The list is approved by the Government and updated as necessary, but at least once every three years.
Under these regulations, the territories of over 30 regions are unfit for agribusiness.
This decision will help create a legal framework for the approval of a list of regions, the territories of which are unfit for agribusiness. This list is necessary for the classification of measures to support agriculture in conformity with WTO standards.
