This resolution is aimed at improving the support mechanism for generation facilities that use renewable energy resources in retail markets and at stimulating the production of electricity by these facilities.

The resolution was drafted by the Ministry of Energy
in accordance with Clause 7 of the package of measures designed to stimulate
the production of electricity by the generation facilities that use renewable
energy resources, approved by Government Resolution No. 1839-r of 4 October
2012.
The resolution would amend five Government regulatory legal acts on support for the generation facilities that use renewable energy resources (hereinafter referred to as RES) in retail markets.
The resolution sets out a procedure for long-term tariff regulation and the upper limit of long-term tariff regulation for these generation facilities.
The support mechanisms applied in retail markets would include generation facilities that use green energy resources such as biogas, biomass, landfill gas and other RES.
The RES policy in retail electric power and capacity markets, including in the regions that are territorially isolated from the Unified Energy System, aims to encourage the effective use of local types of fuel and energy for the production of heat and electricity and the resolution of environmental and social issues.
