Implementation of this programme will facilitate the dynamic socio-economic development of the Kurile Islands and an increase in the purchasing power of the region’s consumers. Development submitted a draft of the concept of the federal targeted programme
on the socio-economic development of the Kurile Islands (Sakhalin Region) in
2016-2025 (hereinafter referred to as the Programme) with a view to fulfilling
the President’s instructions of 26 May 2014 No. Pr-1171 (second paragraph of
sub-item ‘e’ of item 1).
The Ministry for the Development of the Russian Far East is the programme’s government contracting authority and coordinator.
The draft concept was prepared with due account for the new model of the region’s development that provides for incentives to stimulate economic growth, the formation of development institutes, use of competitive advantages of the Kuriles’ geographical location and to take full advantage of the natural resources.
The goal of the programme is to ensure all-round development of the economy, infrastructure and the social sphere to create attractive conditions of economic management and living standards in the Kuriles.
The programme sets forth the following goals:
- development of transport and communication systems, including failsafe passenger and freight traffic between the Island of Sakhalin, the mainland, the Kamchatka Peninsula and the Kurile Islands;
- formation of competitive points of growth to ensure priority socio-economic development, attract direct investment, including foreign investment, and encourage business activity, in particular, of small and medium-sized businesses;
- provision of accessible and comfortable housing for the residents of the Kuriles, upgrading the quality of housing and utilities and communications services and providing for the comprehensive safety of their lives.
The programme is expected to:
- substantially improve access to the Kuriles with regular freight and passenger service;
- create conditions for the sustainable economic development of the Kuriles through a comprehensive use of the natural resources, and an emphasis on the processing industry based on the use of modern technology and innovation adapted to their environment;
- remove infrastructure restrictions on economic development and improvement of living standards;
- upgrade the social infrastructure, including education, healthcare and housing.
The implementation of the programme will facilitate the dynamic socio-economic development of the Kurile Islands and the growth of the purchasing power of the region’s consumers. It will make it possible to upgrade the region’s transport and social infrastructure and create conditions for the development of its processing industry.
