The Eurasian Economic Commission drafted the federal law Ratification of the Treaty on the Accession of Kyrgyzstan to the Eurasian Economic Union of 29 May 2014, hereinafter referred to as Treaty, jointly with government bodies of Russia, Belarus, Kazakhstan and Kyrgyzstan, and with the participation of Armenia pursuant to the decisions taken at a heads of state meeting of the Supreme Eurasian Economic Council and on the basis of the statement made by the heads of state of Russia, Belarus, Kazakhstan and Kyrgyzstan on Kyrgyzstan’s intention to become a full member of the Eurasian Economic Union, hereinafter referred to as Union.
The Treaty on the Accession of Kyrgyzstan to the Eurasian Economic Union is a core document setting forth the agreements of Russia, Belarus, Kazakhstan and Kyrgyzstan on specific terms for admitting Kyrgyzstan to the Union.
Under paragraph 2 of Article 15 of Federal Law No.101-FZ of 15 July 1995 On International Treaties of the Russian Federation, the Treaty is subject to ratification as the parties agreed to ratify it upon signing (Article 9 of the Treaty of Accession).
The document was reviewed and approved at a Russian Government meeting on 18 December 2014.
