The directive will provide for protecting the ozone layer and help implement Russia’s commitments under the Vienna Convention for the Protection of the Ozone Layer and under the Montreal Protocol on Substances that Deplete the Ozone Layer.
The directive has been developed by the Ministry of Natural Resources and Environment to implement Federal Government Resolution No 228 of 24 March 2014 On Measures of State Regulation of Consumption and Sale of Substances that Deplete the Ozone Layer.
Under the Montreal Protocol on Substances that Deplete the Ozone Layer, beginning 2014, countries should reduce the use of hydrochlorofluorocarbons (hereinafter, HCFC) stage by stage up to the full refusal of their use in 2030.
The Ministry of Natural Resources and Environment has established the level of HCFC consumption for Russia in 2015 based on the Procedure of Annual Calculation of Allowable Level of Production of Ozone-Depleting Substances in the Russian Federation and the annual calculation of the number of specific ozone-depleting substances in a tolerable level of consumption of ozone-depleting substances in the Russian Federation based on applications coming from companies and businessmen. The total level is 399.69 tonnes for all HCFC.
The signed directive establishes the level of production and consumption of each ozone-depleting substance with the account to the total tolerable level of consumption for 2015.
