This draft resolution on Submitting a Proposal to Sign the Treaty on a Bilateral Alliance and Strategic Partnership between the Russian Federation and the Republic of Abkhazia to the Russian President (hereinafter the Treaty) was provided by the Russian Ministry of Foreign Affairs.
The Treaty is a basic document to ensure stage-by-stage and closer bilateral cooperation in the social, economic, humanitarian, foreign policy, defence and security areas, while preserving Abkhazia’s state sovereignty.
In execution of the Treaty, certain cooperation agreements in the above areas will be signed, including the creation of a common defence and security system and efforts to combat organised crime.
The Treaty shall be signed for a period of ten years and can be extended for subsequent five year periods.
The Treaty will help strengthen the legal framework of Russian-Abkhazian cooperation.
Under Federal Law No 101-FZ of 15 July 1995 On International Treaties of the Russian Federation, this Treaty is subject to ratification after signing because it stipulates regulations that vary from those contained in Russian legislation.
The
document was reviewed and approved at the Russian Government meeting on 20
November 2014.
