This resolution aims to enhance flight safety and to bring Russian legislation in conformity with international standards and the recommended practice of the International Civil Aviation Organisation (ICAO).

The document was drafted by the Russian Ministry of Transport in execution of Federal Law No 260-FZ of 25 December 2012, Introducing Changes to the Air Code of the Russian Federation.
ICAO standards and recommended practice stipulate the creation of a state system for ensuring the flight safety of civilian aircraft and the determining of a procedure to collect and analyse data on the danger and risk factors that threaten the flight safety of civilian aircraft, and for storing and exchanging this data.
To ensure Russian compliance with international standards and recommended ICAO practice, the signed resolution approves regulations stipulating the procedure for developing and using systems to monitor the flight safety of civilian aircraft. In addition, the document stipulates the procedure to collect and analyse data on the danger and risk factors that threaten the flight safety of civilian aircraft, and for storing and exchanging this data.
These regulations apply to:
- Companies developing and manufacturing civilian aircraft;
- Commercial airlines and self-employed business persons working in this area;
- Companies that maintain and repair civilian aircraft and provide aero-navigation support;
- Schools that train pilots for civilian aircraft.
