Drafted by the Ministry of Civil Defence, Emergencies and Disaster Relief, the document establishes requirements for oil spill prevention and a removal plan for dealing with possible emergencies on the continental shelf of the Russian Federation, inland seas, in territorial waters and in zones adjacent to the Russian Federation.
In particular, the plan should contain: a) information on potential sources of oil and oil product spills; b) maximum calculated amounts of oil and oil product spills; c) forecasted spill zones under adverse weather conditions with descriptions of the possible characteristics of the consequences of oil and oil product spills for the environment, the population and the normal functions of vital service systems; d) priority steps to address oil and oil product spills, etc.
The document outlines the procedure for notifying and warning the federal executive agencies, the governments of the constituent entities of the Russian Federation, and local governments about oil and oil product spills as well as a procedure for requesting additional manpower and equipment from the unified state warning and emergency response system in order to deal with oil and oil product spills.
The decisions have been
adopted under the President of Russia’s instruction of 20 June 2011.
