The Agreement will promote the employment in Russia of certified specialists educated at the leading French educational and research centres.

The
Agreement was drawn up by the Russian Ministry of Education and Science to
build upon understandings reached at bilateral talks during President Francois
Hollande’s visit to Russia in February 2013, and during working groups’ talks in
February 2014.
The signing of the intergovernmental Agreement on the Mutual Recognition of Education, Qualifications and Academic Degrees (hereafter, the Agreement) is intended to promote deeper Russian-French cooperation in education and research.
The Agreement was drawn up in compliance with the Convention on the Recognition of Qualifications concerning Higher Education in the European Region, of 11 April 1997, and the Federal Law On Education in the Russian Federation.
The Agreement regulates the mutual recognition of education, qualifications and academic degrees received from Russian and French educational and research organisations with the goal of allowing the holders of these degrees to access education in either country.
The Agreement also determines the correlation between the Russian and French educational levels and academic degrees.
The following shall be recognised as equatable:
- secondary vocational education (granting general secondary education) received in Russia and confirmed by a relevant certificate, and short-term higher education received in France and confirmed by a certificate of engineer of highest qualification or a university degree in technology;
- higher education received in Russia and certified by a Bachelor’s degree, and higher education received in France and certified by a Licentiate’s degree;
- higher education received in Russia after the successful termination of the first year of magisterial studies, and higher education received in France after the successful termination of the first year of studies in the magisterial curricula;
- higher education received in Russia and certified by a Specialist’s or Master’s degree, and higher education received in France and certified by a Master’s degree, the grade of certified engineer or a magisterial degree certificate;
- an academic degree of Candidate of Science received in Russia in conformity with the state system of academic merit ratings, and a Doctorate received in France.
The Agreement between the Russian and French governments on the mutual recognition of academic degree certificates of 12 May 2003 shall terminate on the day the Agreement enters into force.
The present resolution will simplify the procedures for ascertaining mutual recognition of education, qualifications and academic degrees received in Russian and French educational and research organisations, and promote the employment in Russia of certified specialists educated at the leading French educational and research centres.
