Signing the Convention would ensure the active participation of the Russian Federation in international policy directed against the manipulation of sports competitions.

The Resolution approving the Council of Europe Convention on the Manipulation of Sports Competitions (hereinafter – the Convention), has been made to the President of Russia along with a proposal on the signing of the Convention. The development of the Convention was initiated by governments that are members of the Council of Europe, and international organisations that support the enhancement of the role of government regulation in preventing the proliferation of “contractual” matches. These organisations include the International Olympic Committee, the Union of European Football Associations (UEFA), and the World Lottery Association.
The draft Convention was adopted at a meeting of the Committee of Ministers of the Council of Europe on 9 June 2014.
The purpose of the Convention is to combat corruption in sport by improving state regulation of sports and betting organisations.
In particular, the Convention stipulates:
- establishment of rights and obligations of governments and sports organisations to prevent the spread of “contractual” matches,
- definition of the role of bookmakers and the principles of their cooperation with authorities and sports organisations,
- the establishment of international standards to prevent “contractual” matches, including sport, legal and technical means to identify them,
- establishment of criminal, administrative and disciplinary penalties for the organisation of, and participation in, “contractual” matches.
The Convention provides for the definition of a national platform that will function as an information centre for filing data on preventing the manipulation of sports competitions, and its dissemination among relevant organisations and government agencies, and that will coordinate efforts to combat manipulation of sports competitions.
In accordance with the Federal Law On International Treaties of the Russian Federation, the Convention it subject to ratification after signing.
The signing of the Convention would ensure active participation of the Russian Federation in international policy directed against the manipulation of sports competitions.
