The draft resolution was submitted by the Russian Ministry of Industry and Trade in line with Federal Law No 44-FZ of 5 April 2013 On the System of Contracts to Purchase Goods, Works and Services for State and Municipal Needs, as well as in execution of Presidential and Government instructions.
The document aims to support Russian manufacturers of light industry goods during the adaptation of certain Russian sectors to Russia’s accession to the World Trade Organisation and serves to improve the quality of materials and components being delivered for state needs.
The resolution restricts the awarding of federal contracts for certain light industry goods, other than those from countries, members of the Customs Union. Moreover, the document bans the use of any materials or semi-finished products, other than Russian-made items, in the manufacture of light industry goods being delivered for federal needs.
The document contains an additional clause requiring the purchasers of goods for federal needs to use materials or semi-finished products from the Russian Federation, the Republic of Belarus or the Republic of Kazakhstan when producing these goods.
The resolution instructs the Ministry of Industry and Trade to draft and approve regulations for issuing findings on the lack of Russian facilities for manufacturing the required goods until 1 September 2014.
