Directive No 589 of 27 June 2014. The Charter of the Academy of Sciences was adopted at a general meeting of the academy members. The resolution on its approval ensures the implementation of the federal law on the reform of academic science in Russia.

A federal law has reorganised the Russian Academy of Sciences as a federal public institution, The Russian Academy of Sciences (hereinafter referred to as the RAS or the Academy). Under the law, the RAS has incorporated the Russian Academy of Medical Sciences and the Russian Academy of Agricultural Sciences.
The Government will have the functions and authority of the founder and owner of the Academy’s federal property on behalf of the Russian Federation.
The approved Charter of the Academy sets out the subject, goals and types of activity of the Academy, as well as its structure and sources of funding.
The Academy will be financed from the federal budget, economic activity that is stipulated by its Charter and from other revenue sources.
The President of the Academy will serve as its sole executive agency, to be elected at a general meeting for no more than two five-year terms, with election/dismissal to be approved by the Government.
The Charter also stipulates the procedure for electing the Academy’s voting and non-voting members and foreign members.
