The approved list includes foreign educational institutions that are among the top 300 schools in the Academic Ranking of World Universities, World University Rankings and The Times Higher Education World University Rankings, or ranked there in the past, as well as specialised foreign schools that offer academic programmes in medicine and healthcare recommended by the Russian Healthcare Ministry.

The document has been proposed by the Ministry of Education and Science in an effort to implement Executive Order No. 967 of the President of the Russian Federation of 28 December 2013 On Measures to Strengthen Russia’s Human Resources Potential (Subclause A of Clause 3).
The Directive is aimed at providing support to Russian nationals who have independently enrolled with leading foreign educational institutions in programmes of recognised quality, up to the best international standards, and at promoting their subsequent employment at Russia-registered companies in accordance with their new qualifications.
The approved list includes foreign educational institutions that are among the top 300 schools in the Academic Ranking of World Universities, QS World University Rankings and The Times Higher Education World University Rankings, or ranked there in the past, as well as specialised foreign schools that offer academic programmes in medicine and healthcare recommended by the Russian Healthcare Ministry.
The document includes a list of fields of training (in accordance with Russian educational classifiers) for each institution on the list, which encompass the school’s programmes that are up to the highest international standards.
These decisions promote the institutional and information mechanisms, as well as financial conditions, for Russian nationals who enrol independently at leading foreign schools in full-time undergraduate programmes, master’s programmes, post-graduate academic and teaching programmes, and residency training programmes.
