In line with the Education Development, 2013-2020 state programme. The 14 eligible universities are to receive 10.15 billion roubles in 2014 in order to enhance their competitiveness among the world’s leading research and education centres.
The document was drafted by the Russian Ministry of Education and Science in line with the Development of Professional Education sub-programme of the Education Development, 2013-2020 state programme.
The draft directive on the allocation of federal budget subsidies in 2014 for the state support of leading Russian universities in order to enhance their competitiveness among the world’s leading research and education centres was compiled in line with the Regulations for the allocation and provision of these subsidies (approved by Government Resolution No 211 of 16 March 2013).
Presidential Executive Order No 599 dated 7 May 2012 On Measures to Implement State Policy in Science and Education states expressly that at least five Russian universities should rank among the top 100 leading universities (according to global surveys) by 2020.
In 2013, an open competition was held to select leading Russian universities eligible for state support in order to enhance their competitiveness among the world’s leading research and education centres. In all, 15 winning universities received state support after the competition.
In 2013, each winning university received 592.4 million roubles in subsidies, with the exception of the Academician Korolyov Samara State Aerospace University – National Research University. The latter received maximum subsidies totalling 406.4 million roubles in line with calculations.
In 2014, the Council for Promoting the Competitiveness of Russia's Leading Universities among the World’s Leading Research and Education Centres, hereinafter referred to as the Council, prepared recommendations on subsequent state support to the 14 eligible universities on the basis of their reports.
The Council also formulated proposals regarding the size of coefficients used to calculate the volume of subsidies being allocated to eligible universities.
On the basis of the Council’s recommendations and proposals, state support in the following amounts is stipulated for 2014:
· The Moscow Institute of Physics and Technology (State University); the National Research University – Higher School of Economics and the National Research Nuclear University MEPhI (Moscow Engineering Physics
Institute) – 950 million roubles each;
· The Novosibirsk National Research State University; the St Petersburg National Research University of Information Technology, Mechanics and Optics; the MISIS National University of Science and Technology and the Urals Federal University named after the first Russian President Boris Yeltsin – 775 million roubles each;
· All other seven winning universities – 600 million roubles each.
In all, the 14 eligible universities are to receive 10.15 billion roubles in the form of state support for enhancing their competitiveness among the world’s leading research and education centres.
The adopted decisions will make it possible to increase the number of Russian universities that boast leading positions in global surveys, to improve the quality of Russian education and to enhance its competitiveness on the global education services market.
The document was reviewed and approved at the 11 June 2014 Government meeting.
