The Ministry of Transport has drafted this directive on the President’s instruction.
In accordance with the Agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on a cooperative transport crossing project over the Gulf of Kerch formalised on 17 December, 2013 (hereinafter referred to as the Agreement), this project will be implemented stage by stage.
The signed directive entrusts a joint stock company now being established by the Avtodor (Russian Motorways) State Company (hereinafter referred to as the State Company) with the engineering survey and feasibility study on the construction of the crossing.
The formation of a joint-stock company by the State Company will make it possible to reduce the design time and open the crossing sooner for commercial operation, which conforms to the goals of the Agreement.
In this context the signed directive puts the State Company in charge of the functions envisaged by item 2 of Article 3 of the Agreement, while the Ministry of Transport is instructed to inform the Ukrainian party about the completed transfer of functions.
In addition, to fund the project with Vnesheconombank loans, the document instructs the Transport Ministry to draft the relevant proposals on introducing the amendments required for the implementation of the Agreement into the long-term programme for the State Company’s operation (2010-2020).
Vnesheconombank has been instructed to fund the directive-envisaged work.
