This document has been drafted by the Ministry of Defence pursuant to Sub-clause A, Clause 3 under Instruction No Pr-2865 of 29 September 2010, issued by the President of the Russian Federation following a meeting of the Commission for the Modernisation and Technological Development of the Russian Economy on 22 September 2010. Meeting participants discussed the creation of a separate agency to commission and support innovative, high-risk research and other developments in the interests of national defence, state security and the modernisation of the Armed Forces of the Russian Federation, and to create dual-purpose technologies and products taking into account, among other things, foreign experience.
The signed directive confers legal status and the organisational and legal structure of a federal state budgetary institution at the Russian Defence Ministry’s Main Research and Testing Robotics Centre (hereinafter, the Main Centre) formed within the ministry’s Military Scientific Complex on 1 June 2013.
The conferral of the legal entity status on the Main Centre is indispensable for its participation in the execution of the defence order, and will make it possible to:
- act as the principal agency in the area of robotics research and development (hereinafter, Research);
- create, support and develop an experimental laboratory, testing and production infrastructure, to form a science and technology groundwork for Research;
- recruit co-executors and contract specialists from outside agencies to carry out state assignments and Research.
The forthcoming agency will be financed under the established procedure via subsidies for performing state assignments within the limits of the budget allocations envisaged by the Russian Ministry of Defence.
All organisational undertakings will conform to the existing TOE strength of the Armed Forces of the Russian Federation.
