The Ministry of Natural Resources drafted the state programme and is the agency responsible for its implementation. Programme participants are the Ministry of Agriculture, the Federal Service for Supervision of Natural Resources, the Federal Service for Hydrometeorology and Environmental Monitoring, the Federal Agency for Water Resources, the Federal Agency for Subsoil Use, the Federal Agency for Fishery and the Federal Agency for Construction, Housing and Utilities.
The state programme includes the following sub-programmes: Reserve Replacement and Geological Exploration, Use of Water Resources, Preservation and Reproduction of Game Resources, Implementation of the State Programme, as well as the federal targeted programme Development of the Water Resources Utilisation System in 2012-2020.
The state programme was drafted with due regard for the priorities of the Government’s natural resources policy sealed in the National Security Strategy to 2020 approved by Presidential Executive Order No. 537 of 12 May 2009; the Concept for Long-term Socioeconomic Development until 2020 approved by Presidential Executive Order No. 1662-r of 17 November 2008; the Strategy for the Development of the Geological Sector until 2030 approved by Government Directive No. 1039-r of 21 July 2010; the Water Strategy to 2020 approved by Government Directive No. 1235-r of 27 August 2009; the Maritime Strategy until 2030 approved by Government Directive No. 2205-r of 8 December 2010, as well as other strategic policy documents with due regard for the Guidelines of the National Environmental Development Policy until 2020 approved by the President on 30 April 2012.
The programme’s main objectives are the following:
- sustainable provision of mineral resources and geological exploration data;
- sustainable water use, preservation of water ecosystems and protection of public and economic facilities from the potential negative effects of water use;
- preservation, reproduction and rational use of game resources.
These objectives are to be achieved through the fulfilment of the following key tasks:
- increased geological exploration of the Russian land area and continental shelf, the Arctic and Antarctic, and the collection of geological exploration data;
- reserve replacement and rational use of mineral resources;
- satisfaction of socioeconomic water requirements and protection and restoration of water resources;
- ensuring the safety of water supply systems and hydrotechnical facilities;
- protecting the population and economic facilities from the potential negative effects of water use;
- preservation and reproduction of game resources.
The implementation of the planned measures for geological exploration, reserve replacement, and reproduction of water and game resources is expected to produce the following results:
- create a modern geological and cartographic scheme of the Russian land area and continental shelf, the Arctic and Antarctica, used for satisfying the country’s economic requirements; ensure the development of the country’s mineral resources base for satisfying the requirements of basic industries (energy, agrochemical, construction, nuclear, and ferrous and non-ferrous metals);
- ensure a guaranteed water supply to the public and create conditions for the development of industry, power generation, water transport, fishery and agriculture through the efficient use of the country’s water resources; strengthen the energy efficiency of the Russian economy by reducing the use of water in production and losses of water resources, and also by ensuring the safety and reliability of existing hydrotechnical facilities;
- preserve and increase the population of the main types of game resources (primarily wild hoofed animals) for current and future generations; increase the efficiency of federal hunting supervision and maximally reduce the factors that can potentially have a negative effect on the population of game resources.
The measures stipulated in this government programme are to be implemented in 2013-2020.
