The state programme Socio-economic Development of the Kaliningrad Region until 2020 was drawn up by the Ministry of Regional Development of the Russian Federation, which is responsible for its implementation. Programme participants are the Ministry of Finance, the Ministry of Healthcare, the Ministry of Labour and Social Protection, the Ministry of Transport, the Ministry of Education and Science, the Ministry of Agriculture, the Federal Road Agency, the Ministry of Energy, the Federal Tourism Agency, the Ministry of Culture, the Ministry of Sport, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment, the Ministry of the Interior, the Ministry of Civil Defence, Emergencies and Disaster Relief, the Ministry of Foreign Affairs, the Federal Service for Supervision of Consumer Protection and Welfare, the Federal Penitentiary Service, the Federal Guard Service, the Federal Medical-Biological Agency, the Federal Agency for Youth Affairs, the Federal Agency for Air Transport, the Federal Agency for Sea and Inland Water Transport, the Federal Agency for the Development of State Border Infrastructure, the Federal Agency for Rail Transport, the Federal Tariff Service, the Federal Migration Service, the Federal Taxation Service and the Federal Customs Service.
The state programme aims to facilitate the comprehensive socio-economic development of the Kaliningrad Region, make the region attractive to investors, encourage the development of sectors that contribute most to economic growth in the region, create new production facilities and develop new industrial clusters and tourism.
The state programme consists of three sub-programmes:
Developing priority economic sectors in the Kaliningrad Region;
Developing the Kaliningrad Region as a cultural and tourism hub;
Ensuring the implementation of the state programme Socio-economic Development of the Kaliningrad Region until 2020.
The programme aims to ensure the sustainable socio-economic development of the Kaliningrad Region.
The state programme is expected to deliver on the following objectives:
- creating the basic infrastructure in the region;
- developing competitive economic sectors;
- improving the standard of living and the quality of life in the region;
- developing tourism and increasing the population’s mobility.
The main outcomes of the state programme are expected to be the following:
- the dynamic socio-economic development of the Kaliningrad Region focused on the advanced development of the competitive economic sectors;
- the modernisation of the region’s utilities, transport and social infrastructure;
- the creation of a multimodal transport and logistics area;
- the creation of an academic and educational system in the Kaliningrad Region on the basis of the Immanuel Kant Baltic Federal University;
- the improvement of investment climate;
- the creation of new centres of economic growth and industrial areas, including cost-effective agribusinesses;
- an increase in tax and non-tax revenues that go to the Kaliningrad Region’s consolidated budget;
- the development of the region’s recreational potential.
The state programme is to be carried out in the period of 2013–2020.
The implementation of the state programme will ensure the robust socio-economic development of the Kaliningrad Region and the modernisation of the region’s utilities, transport, and social infrastructure as well as facilitate the development of the economic sectors that are driving economic growth in the region and improve the quality of life for the population.
