The Ministry of Regional Development of the Russian Federation is responsible for drafting and implementing the state programme Regional Policy and Federative Relations. The ministry will be implementing this programme in cooperation with the Federal Migration Service. The Ministry of Finance will take part in the programme.
The programme consists of the following three sub-programmes:
- Improving Federative Relations and Mechanisms for Regional Development Management;
- Strengthening the Unity of the Russian Nation and Promoting Ethnic and Cultural Diversity in Russia; and
- Assisting in the Voluntary Resettlement into the Russian Federation of Russian Nationals Living Abroad.
The programme aims to secure a balanced development of the constituent entities of the Russian Federation.
The aim is to be achieved by accomplishing the following tasks:
- providing incentives for the governments of constituent entities of the Russian Federation and local governments to increase the economic potential of their regions;
- improving federative relations and local governance, including mechanisms and conditions for delegating the powers of the Russian Federation to constituent entities of the Russian Federation;
- enhancing the unity of the Russian Federation as a multi-ethnic nation;
- encouraging and organising the voluntary resettlement of compatriots, so they can take up permanent residence in the Russian Federation;
- promoting the socioeconomic development of the regions; and
- resolving demographic problems, primarily in the areas where people will be resettled.
The state programme aims to secure a balanced socioeconomic development of the constituent entities of the Russian Federation, increase the regions’ economic competitiveness and bridge the gap in socioeconomic development and living standards in different regions.
The programme is to be carried out in the period of 2013-2020.
