The Russian Communications Ministry has drafted a document pursuant to a resolution of a Russian Government meeting of 25 October 2013, and the main provisions of the Development Strategy for the Information Technology Industry in the Russian Federation for 2014-2020 and prospectively up to 2025, approved by the Russian Government on 1 November 2013, No. 2036-r.
The directive approves an updated action plan (“Roadmap”), “Development of the Information Technology Industry” (hereinafter – the plan), which will allow for the implementation of the goals of the Development Strategy for the Information Technology Industry in the Russian Federation for 2014-2020 and prospectively up to 2025. The plan includes measures aimed at carrying out a series of studies on the development of domestic technology in a cloud-computing and supercomputing environment and technologies for the development of Russian supercomputers, as well as the use of the infrastructure and operational capabilities of the Skolkovo Innovation Centre.
Implementation of the plan will maintain the average growth rate of the IT industry at a level significantly higher than the average growth rate of the gross domestic product (at least three times higher during the entire period). The plan will double the number of high-tech jobs in the industry (more than 600,000 jobs) by 2018. It will increase the value of manufacturing of Russian products in the information technology industry from 270 billion roubles to 450 billion roubles. It will also help to reduce the economy's reliance on raw materials exports (by doubling exports of goods and services by 2018) and increase productivity in the Russian economy due to the accelerated introduction of information technology in other sectors.
