The document has been drafted by the Russian Ministry of Economic Development following the Russian President’s instructions of 15 November 2012 on designing and implementing a federal targeted programme starting 2014 aimed at further socioeconomic development of the regions of the North Caucasus Federal District, as part of the State Programme of the Russian Federation, “The Development of the North Caucasus Federal District for the period up to 2025.
The priorities of the federal targeted programme include:
- increasing the quality of life for the residents of the North Caucasus Federal District;
- ensuring appropriate living standards for residents by creating additional jobs in major areas of the economy of the North Caucasus Federal District;
- funding priority healthcare facilities in the North Caucasus Federal District;
- providing opportunities for quality education;
- completing the construction of facilities launched earlier within the Federal Targeted Programme “The South of Russia (2008-2013).”
The Federal Targeted Programme takes into account the guidelines of the Russian President’s Budget Address on the 2014-16 budget policy of the Russian Federation aimed at implementing the May executive orders of the Russian President.
The total forecasted amount of the programme’s financing in the prices of the respective years will amount to 189,117.94 million roubles, including 171,925.4 million roubles from the federal budget.
The funding for 2014–16 is in line with Federal Law No. 349-FZ of 2 December 2013 On the Federal Budget for 2014 and the Planned Period of 2015 and 2016, and are earmarked in the amount of 30,659.7 million roubles including 4,668.3 million roubles for 2014, 15,348.9 million roubles for 2015, and 10,642.5 million for 2016.
The realisation of the Resolution will assist in creating general favourable socioeconomic conditions for the development of the real sector of the economy, stimulating investment activity in the North Caucasus Federal District and attracting capital into the economy, ensuring proper living conditions by creating new jobs, providing with opportunities for receiving a quality education, and constructing priority healthcare facilities on the territory of the North Caucasus Federal District.
The document was reviewed and approved at the Russian Government meeting on 26 December 2013.
