This document instructs the Ministry of Economic Development, which is the government agency in charge, to distribute by 10 January 2014 the tariff quotas for 2014 established by the Eurasian Economic Commission Board for whey and modified milk serum in powder, granules or other solid forms, with no sugar or substitutes added (hereinafter to be referred to as Whey), between foreign trade operators who imported Whey into the Russian Federation from 1 September 2010 until 30 September 2013, proportionately to the amounts imported over the period.
The Economic Development Ministry shall also develop strategies for calculating a tariff quota for the importers of Whey.
In addition, the Resolution empowers the Ministry to license Whey imports within the tariff quota set, for the period from 13 January 2014 until 31 December 2014. The Federal Customs Service shall provide the Ministry, starting in January 2014, with information on Whey amounts to be brought into the Russian Federation and, by 10 November 2014, with a list of foreign trade operators who imported Whey products from 1 September 2011 until 30 September 2014.
By implementing the Resolution, the Russian Federation will be able to meet its Whey-related obligations to other WTO member states.
