A government directive on the free transfer from federal ownership to the Republic of Khakassia of 27 land plots designated for agricultural use with a total area of 15,700 hectares in the Ust-Abakanski District, Republic of Khakassia, has been drafted by the Ministry of Economic Development under an instruction issued by the President of the Russian Federation.
The Government of the Republic of Khakassia has decided to implement a comprehensive municipal project to establish and develop the Abakan-Chernogorsk Agglomeration to facilitate centralised and efficient use of available resources.
The transfer of inefficiently used land from federal ownership to the Republic of Khakassia is expected to be a part of implementing this project since the Abakan-Chernogorsk Agglomeration does not have enough land for this purpose.
Under Article 114, Sub-clause “D”, Clause 1 of the Russian Constitution and article 14 paragraph 6 of the federal constitutional law On the Government of the Russian Federation, the Russian Government manages federal property and is authorised to dispose of land plots.
The land plots involved in the execution of the planned initiatives within the Abakan-Chernogorsk Agglomeration shall be used for the following purposes:
- to facilitate agricultural development in the area, including new and existing small and medium-sized business and independent farms, as part of government support measures;
- to develop potassium salt deposits in order to meet the needs of the agricultural complex and to produce medical products;
- to promote the development of the fuel and energy cluster.
The transfer of these land plots to the Republic of Khakassia is expected to contribute to the region’s socioeconomic development objectives.
