A web portal for the budget system (http://budget.gov.ru) is under development as part of efforts to implement the priorities of the President’s Budget Address, which dealt with budget policy for 2013-2015, as well as the National Anti-Corruption Plan for 2012-2013.
Currently, the portal is running in test mode. The Ministry of Finance is tasked with choosing content and determining the order in which it is uploaded to the site, while the Federal Treasury will develop and maintain the site.
According to Mr Abyzov, the web portal is designed with several groups in mind: the business community, which will be able to track spending online (including procurement and state investments), civil society, and the expert community, which will be able to better analyse the efficiency of budget spending.
