The draft federal law has been drawn up in execution of Clause 4 of the action plan (road map) Streamlining Registration Procedures for Legal Entities and Sole Proprietors. The draft law proposes to eliminate the need for notarial certification of the authenticity of applicant’s signature on a state registration application if the applicant takes the document to the registering body in person and provides for the option of submitting and receiving registration documents via an authorised representative of the applicant.
This federal law will help reduce the time and costs spent by small businesses, or start-ups, where the owner is often also the head of the legal entity, and to close the gap in legislation which provides no possibility of submitting registration documents through intermediaries.
The draft law was discussed and approved at the Russian Government meeting on 5 December 2013.
