Government resolution No 480 of 15 April 1996 approved the federal targeted programme “The Socioeconomic Development of the Russian Far East and the Trans-Baikal Territory to 2013.” This resolution was developed under item 4, subparagraph “d” of paragraph 2 of Presidential Decree No 596 of 7 May 2012 “On Long-Term National Economic Policy.”
This resolution extends the term of the federal targeted programme “The Economic and Social Development of the Russian Far East and the Trans-Baikal Territory to 2013” (hereinafter – the Programme) to 2018.
The Irkutsk Region has been included in the Programme, which required changing the title of the Programme to “The Socioeconomic Development of the Russian Far East and the Baikal Region to 2018.”
The Programme provides for the implementation of initiatives to promote in 20114-2017 the development of transport and the energy infrastructure in the Far East and the Baikal Region.
The transport infrastructure improvements will include the construction (or renovation) of 40 air transport facilities, 17 water economy facilities, road infrastructure (682 kilometres of regional and local roads) and upgrades to the Baikal-Amur and Trans-Siberia railways (hereinafter BAM and Transsib).
Regarding the energy infrastructure, the Programme provides for the continuation of activities as part of the Construction of 220 kV Orotukan–Palatka–Tsentralnaya high-voltage transmission line’s energy infrastructure in the Magadan Region.
The budget for the Programme from all sources will reach almost 697 billion roubles, with almost 213 billion roubles from the federal budget, about 11 billion roubles from the regions’ consolidated budgets and 473 billion roubles from extra-budgetary funds.
Federal budget funding was based on the Federal Law On the Federal Budget for 2014 and the Planning Period of 2015 and 2016.
The Programme implementation will provide more transport options and improve the internal cohesion of the macro region by developing regional aviation and airport infrastructure, increasing the capacity and productiveness of the Transsib and BAM railways, and developing the marine and road infrastructure.
In accordance with Resolution No 851 of 25 August 2012 On the Procedure for Disclosure by the Federal Executive Authorities of the Information on the Preparation of Draft Laws and Regulations and Results of Public Discussion Thereof and Resolution No 96 of 26 February 2010 On Anti-Corruption Expert Appraisal of the Regulatory Legal Acts and Drafts of the Regulatory Legal Acts, the Russian Ministry for the Development of the Russian Far East has held a public hearing on the draft resolution. No amendments have been proposed to the draft resolution.
The resolution enters into force on 1 January 2014.
The draft Programme was discussed and approved at the Russian Government meeting on 28 November 2013.
