This document has been prepared by the Ministry of Sport in accordance with the federal law On Preparations and Holding the 2018 FIFA World Cup and the 2017 FIFA Confederation Cup in Russia, and Amending Certain Legislative Acts of the Russian Federation and Government resolution No. 518 dated June 20, 2013 On the Programme to Prepare for Holding the 2018 FIFA World Cup in Russia.
The resolution approves the Regulations on Coordinating the Activities and Organising the Interaction of the Federal and Regional Executive Bodies and Organisations to Implement the Programme to Organise and Hold the 2018 FIFA World Cup in Russia.
The Regulations outline the details for the coordination and organisation of interaction on the following issues:
- making amendments to the Programme;
- cooperation on regional programmes to organise and hold the 2018 FIFA World Cup;
- Programme financing;
- construction and renovation of Programme venues;
- Programme implementation oversight.
The Regulations define the authority of the Ministry of Sport as the agency responsible for the implementation and coordination of the Programme with regard to:
- formulation of state policy and regulatory framework on issues related to Programme implementation; consideration of the Programme amendment proposals made by federal executive bodies;
- coordination of regional programmes to prepare for holding the 2018 FIFA World Cup;
- drafting the Programme implementation schedule and approving the amendment proposals received from government agencies and organisations;
- consideration of Programme implementation financing proposals submitted by federal executive bodies;
- using the Programme –covered venues following the FIFA World Cup, based on the needs of the regions;
- Programme implementation oversight and monitoring.
The Regulations outline the procedure for drafting the Programme implementation schedule.nn
The Regulations also define the authority of the centre for planning and monitoring of the Programme to Organise the 2018 FIFA World Cup in Russia and for monitoring the Programme implementation schedule.
The implementation of the resolution will help coordinate the activities and organise the interaction of the federal and regional executive bodies and organisations to ensure the timely and full implementation of the activities to prepare for holding the 2018 FIFA World Cup in Russia.
