Minister of Communications and Mass Media Nikolai Nikiforov chaired a meeting of the Government Commission for IT Integration in Federal and Local Government Bodies at the Government Situation Centre.
During the meeting, Nikolai Nikiforov noted that the accessibility of all mass and socially important databases – over 90% of all federal databases – was tested for the regions in late 2012. Mr Nikiforov said that the accessibility of an additional eight federal databases has been tested and the accessibility of over eight federal databases will be tested in the short term. So by mid-March, 106 of the available 111 federal databases will be ready for regional use.
The first accessibility tests for regional databases were held by the Federal Migration Service and the Federal Service of State Registration, Cadastre and Cartography and demonstrated the need to optimise their formats. The subcommission participants made a decision on this issue.
The Minister of Communications and Mass Media also said that the design office at the Ministry of Communications and Mass Media has assigned a group of coordinators to work with 22 priority regions to expedite the speed and the quality of testing, preparing and adapting regional databases for use in the interdepartmental interaction e-system. The Ministry has adopted a schedule for testing the accessibility of regional databases. The schedule outlines a deadline for this process as mid-June 2013.
Deputy Minister of Communications and Mass Media Oleg Pak gave a report on the Concept of Unified IT Infrastructure for Federal Government Bodies. The concept is to create a centralised, safe and reliable IT infrastructure for federal authorities, which, according to preliminary estimates, will help to make purchases of data transmission services much more economically efficient.
The commission members also reviewed how well the plan to develop the Administration state automated system was implemented in 2012; interaction between the state territorial planning information system and other information systems; and the integration of the healthcare information system with federal services servers.
In addition, a report was delivered on the Electronic Budget state information system for public finance administration.
