The document was drafted by the Ministry of Sport, Tourism and Youth Policy in response to the action plan for anti-doping control to be conducted during the preparation for and holding of the 22nd Olympic Winter Games and the 11th Paralympic Winter Games of 2014 in Sochi, and a Government instruction.
In accordance with Federal Law No 329 On Physical Fitness and Sports in the Russian Federation of December 4, 2007 and the provisions of the International Convention Against Doping in Sport, the use by an athlete of substances prohibited in sport must be confirmed by the results of tests performed in laboratories accredited by the World Anti-Doping Agency.
The Anti-Doping Centre is such a laboratory in the Russian Federation, which is properly licensed to operate with narcotic drugs, psychotropic substances and their precursors.
The resolution states that storing preparations included in WADA Prohibited List that contain narcotic and psychotropic substances and their precursors shall be carried out by accredited laboratories in accordance with the manufacturer's certificate of quality in the amounts required to ensure the smooth running of lab analyses of samples and to introduce methods for detecting substances prohibited in sport, as well as to calibrate and check the equipment.
The effective enforcement of the provisions of the document will help to organise the lab doping control in the Russian Federation in accordance with international requirements.
