This document was drafted by the Ministry of Natural Resources and Environment in line with the federal law On Wildlife. Article 33 of Federal Law No. 52-FZ, adopted on April 24, 1995, empowers federal and regional government agencies to authorise the use of wildlife resources by legal entities on the basis of long-term licenses.
Federal Law No. 166-FZ of December 20, 2004 (On Fishing and Protection of Waterlife Resources) and Federal Law No 209-FZ of July 24, 2009 (On Hunting and Wildlife Protection) laid down new rules for using waterlife and wildlife resources, with the federal law On Wildlife modified accordingly.
Hunting wildlife in areas classified as hunting sites shall conform to hunting license agreements signed with regional executive bodies of the Russian Federation.
The use of waterlife resources shall be licensed in accordance with the fishing license rules laid down in Government Resolution No. 765 of October 15, 2008.
Wildlife and fish not designated as potential game may be hunted only if authorised by government bodies responsible for wildlife and environment protection, in line with the division of powers provided for by Clauses 5 and 6 of the federal law On Wildlife.
Given the above, Government Resolution No. 1574 of December 27, 1996, on long-term licenses for the use of wildlife resources is rescinded owing to its nonconformity with current law.
