Resolution No 2109 dated 23 December 2025
The Government has extended the simplified procedure for importing certain types of electronic devices to Russia until the end of 2026. The resolution to this effect has been signed. This decision is expected to prevent shortages of these goods on the domestic market in view of the external pressure caused by sanctions.
The simplified procedure deals with formalities for receiving notifications regarding these devices. In this context, notifications are special documents required for all electronic devices supporting any kind of encryption capabilities. This includes smartphones, tablet PCs, laptops, computers, microchips and radio receivers.
The standard procedure for obtaining notification documents for importing these devices or equipment to Russia consists of the manufacturer submitting an application to the corresponding authority, i.e., the Federal Security Service’s Centre for Licensing, Certification and Official Secret Protection. Under the simplified procedure, sectoral associations, including the Electronics Developers and Manufacturers Association, as well as the Information & Computer Technologies Industry Association, can issue these notifications.
In addition, the simplified procedure removes the obligation to submit the information on notifications to the customs authorities when importing devices to be used as components for industrial production of equipment on the territory of Russia.
