Resolution No 1730 dated 1 November 2025
A temporary ban has been introduced in Russia on the export of certain types of sulphur. The measure aims to stabilise domestic supplies of this raw material in order to maintain current fertiliser production volumes and safeguard the country’s food security.
Under this resolution, the restriction applies to the export of liquid, granulated and lump sulphur. It will remain in effect until 31 December 2025.
The temporary restriction will not apply to exports to member states of the Eurasian Economic Union, as well as to Abkhazia and South Ossetia. Sulphur exports will also be permitted for the purposes of humanitarian assistance, international transit shipments, and to support the operations of Russian organisations on the Spitsbergen Archipelago.
The resolution was prepared in line with the decision adopted in October 2025 by the Sub-Commission for Customs, Tariff and Non-Tariff Regulation, and Protective Measures in Foreign Trade of the Government Commission on Economic Development and Integration.
