Resolution No.744 dated 28 May 2025
Russia has extended the temporary ban on the export of precious metal waste and scrap. The move will increase workload at Russian refining plants.
According to the resolution signed by the Government, the restriction will be in effect for six months, from 1 June through 30 November 2025.
During this period, Russia will not export precious metal waste and scrap or metals or precious metal-clad metals as well as other waste and scrap containing precious metals or precious metal compounds. A temporary ban will also apply to the export of waste and scrap of electro-technical and electronic products mostly used for extracting precious metals essential for the domestic market.
As previously, the ban will not apply to the export of cathode antimony in ingots or samples taken from shipments of scrap and waste precious metals exported by refiners. That said, the mass of one sample shall not exceed 500g in one consignment regardless of the amount of such consignments under a foreign trade contract.
Similar temporary restrictions were initially introduced in 2022, the latest being in effect from 1 December 2024 through 31 May 2025. These measures help increase workload at Russian refining enterprises, including precious metal refining plants, through using significant amounts of secondary raw materials that contain precious metals for their processing and production.
