The Federal Drug Control Service has prepared this document following the President’s instruction of March 5, 2013.
The total number of people using drugs and psychotropic substances for non-medical purposes is estimated at 8.5 million in Russia.
Of the 110,000 people convicted for drug-related crimes, only 25,000 undergo rehabilitation.
Less than 5% of all addicts are sent to rehabilitation centres after treatment for lack of an effective rehabilitation and social inclusion system.
The brunt of the burden of their rehabilitation and social inclusion is shouldered by NGOs. To resolve this issue, it is necessary to establish a system of state support for socially-oriented non-profit organisations that prevent people from using drugs and psychotropic substances for non-medical purposes and help them to undergo comprehensive rehabilitation and social inclusion.
Implementation of this resolution will make it possible to enhance the effectiveness of these efforts.
