Results of the inventory and assessment of environmental damage
The programme provides for gradual expansion of the range of waste management projects, including bioremediation and the use of accumulated experience in the future.
All in all, the funding of the programme on developing and testing waste management technology amounts to 6.68 billion roubles, including 5.61 billion from the federal budget, 104 million from consolidated regional budgets and 957.7 million roubles from extra-budgetary sources.
The Ministry of Finance’s budget projections for 2014 and the planning period of 2015 and 2016 envisage allocations for the programme.
The Ministry of Natural Resources has drafted proposals to create a database on accumulated damage to the environment. It suggests compiling a registry of polluted territories as a result of economic activity and determining the powers of federal and regional executive authorities that are in charge of environmental protection.
The Ministry has suggested that the registry should systematise information on polluted territories, analysis of the damage inflicted on them and planned measures to eliminate it.
The registry is also intended to include qualitative and quantitative characteristics of environmental damage as well as information on negative changes, the level of degradation of natural systems and assessment of environmental risks.
The Government will establish, with a resolution, a procedure for keeping the registry.
Proposals on compiling the proposed registry have been reflected in a draft federal law on making amendments to a number of legal acts regulating the elimination of environmental damage, including as a result of previous economic activities.
