On a comprehensive strategy for municipal solid waste management
The Ministry of Natural Resources and Environment has approved a comprehensive strategy for municipal solid waste management together with the relevant federal executive authorities.
This strategy defines the principles, priorities, targets and actions to prevent the harmful effects of solid waste on human health and the environment, and the use of components contained in waste in economic turnover as an additional raw material or energy source.
The comprehensive strategy empowers the regional state authorities, allowing them to manage municipal solid waste, form regional and local closed waste management cycles and adopt regional programmes and waste management schemes.
In addition, municipal institutions providing solid waste removal and recycling services will be included in the territorial planning of the Russian Federation and the regional indicators and the data on solid waste management will be included in regional social and economic development programmes.
The comprehensive strategy will be implemented up to 2030 according to the annexed action plan and will be divided into three stages.
