Sergei Salikhov, director of the Education and Science Ministry’s Department for the Development of Priority Areas in Science and Technology, presented a report at the meeting on the following draft federal target programmes: “Research and Plans for Priority Areas of Development in the Russian Research and Technology for 2014-2020” and “Innovative Russia Research and Teaching Staff for 2014-2020.” Yekaterina Tolstikova, director of the Department for the Management of the Education and Science Ministry’s Subordinate Organisations also gave a report, detailing the results of how the Education and Science Ministry manages the property of its subordinate organisations.
Commenting on the reports, Education and Science Minister Dmitry Livanov suggested establishing an interdepartmental council to make the process of transferring property from one university to another more open. He said the members of the council could be made up by representatives of the Federal Agency for State Property Management and other federal authorities. “The council could review issues of regional development, investment projects in education, and transferring of immovable property from one educational institution to another,” Dmitry Livanov said.
