The draft federal law On Amendments to Articles 4 and 22 of the Federal Law On Social Security for People With Disabilities in the Russian Federation developed by the Ministry of Labour is aimed at implementing a set of measures to improve the effectiveness of activities to facilitate employment for people with disabilities and ensure accessibility of vocational education in 2012-2015.
The federal law On Social Security for People with Disabilities stipulates that special workplaces for people with disabilities require additional organisational measures, including measures to adjust basic and auxiliary equipment, provide them with technical and logistical equipment, and additional equipment based on the specific abilities of people with disabilities.
However, this federal law does not specify the equipment requirements for special workplaces for people with disabilities.
The draft law proposes giving the federal authorities in charge of social security for disabled people the power to specify basic equipment requirements for special workplaces for disabled people, based on the type of their disability.
The adoption of this document will help close the gaps in the legislation on the employment of people with disabilities at special workplaces and will establish uniform federal requirements for equipment and furnishing of these workplaces.
The draft law will be considered at a Government meeting.
