The Ministry of Healthcare has drafted the procedure for holding medical examinations for the adult population. A diversified approach has been prepared, so as to hold examinations for different sex-age groups based on risk factors and medical and economic expediency. The examinations will be held on a district basis and paid for by mandatory medical insurance funds. Their goal is to assess health risks among the population and to take measures to prevent and treat illness.
The examinations are designed to reduce the number of medical appointments due to the aggravation of chronic diseases and complications, and, most importantly, to decrease the death rate.
The Ministry of Healthcare has determined that the examinations will increase the doctors’ workload by no more than 7%. Reports from the regions have confirmed the figure.
The preparations for the examinations are assessed by evaluating the provision of ready-to-use diagnostic equipment and personnel, the operation of prevention departments and exam rooms, and ultimately by the population's turn-out.
A system for monitoring the medical examinations is presently being built. The documents have already been drafted, such as an examination registry and a new health certificate. The Ministry of Healthcare will endorse the documents by issuing a special order in the near future. It plans to allocate a special domain on its online portal, where the regions will publish their examination data on a monthly basis. It is vital to constantly monitor the examination process in the first year of its implementation. Thus, the ministry is establishing a special working group to prepare and to monitor the procedure conducted among the adult population.
