The draft law has been developed by the Ministry of Labour and Social Security in accordance with presidential directives of November 30, 2011 NoPr-3609, and of August 20, 2012 NoPr-2218. The document provides for:
- administrative liability for employers who distribute information on vacancies which is discriminatory with regard to potential applicants;
- the right of executive bodies in Russian regions to organise professional training and retraining for unemployed citizens who want to rejoin the workforce and who are entitled to a retirement pension under Russian law;
- the right of executive bodies in Russian regions to develop and implement measures aimed at helping unemployed parents with three or more children and parents with disabled children to combine child-rearing and work;
- the right of conscripts to priority enrolment in professional training and retraining programmes within three years of completing their service.
The draft law introduces amendments to the law On Employment, the Code of Administrative Offences, and Federal Law No. 361-FZ of November 30, 2011, On Amending Certain Legislative Acts of the Russian Federation.
The draft law will be discussed by the Government.
