Please draft, in cooperation with Gazprom, Russian Railways and Russian Networks, a version of the national socioeconomic development forecast for 2014 and the 2015-2016 planning period, which stipulates the preservation of the 2013 tariffs and rates for the products and services of natural monopolies in 2014, as well as the relevant substantiating materials assessing the influence of the planned decision on the following:
· Estimated national economic growth rate;
· The activity of legal entities in the unregulated economic sector - counterparts of natural monopoly holders, including those in the coal, steel and agro-chemical industries;
· The implementation of investment programmes by the natural monopoly holders and the elimination of infrastructure restrictions in the economic-development process;
· The investment attractiveness of natural monopoly holders;
· Employment levels at natural monopoly holders
· The amount of budget revenues into the national budget system.
· The provisions of current national legislation.
Please submit the document to the Government for consideration.
