The document has been developed by the Ministry of Foreign Affairs in cooperation with the Federal Space Agency.
The creation of global navigation satellite systems has called for cooperation in coordinating their development and shared use by world community to improve the quality and reliability of navigation services extended to civilian users.
Currently a Galileo GNSS is being created in the European Union, to go alongside the operating GLONASS (Russia) and GPS (US). Russia is creating a GLONASS augmentation and monitoring system, and the EU has already launched the European Geostationary Navigation Overlay Service (EGNOS), aimed at navigational support for civilian aircraft and improving the precision of navigational sighting for various consumers of navigation information.
The signing a Joint Russian–European Union Declaration on Cooperation in Global Navigation Satellite Systems is aimed at intensifying and coordinating work on GLONASS-GALILEO compatibility and functional extension.
The joint declaration provides for cooperation in the following fundamental areas:
- locating GLONASS range instrumentation stations in EU countries and GALILEO range instrumentation stations in Russia to monitor GNSS characteristics;
- implementing joint pilot projects on using navigation satellite systems, including the creation of a unified response system for road accidents with the use of e-Call (Europe) and ERA-GLONASS (Russia) systems;
- creating space and surface segments of the international system of search and rescue based on GLONASS and GALILEO (Cospas-Sarsat);
- developing standards of navigation services and procedures of guaranteed service quality extended by GLONASS, GALILEO systems and their functional extensions.
The signing of the joint declaration is in the interests of the Russian Federation. Its implementation will help to develop and conclude a fundamental Russia-EU agreement on cooperation in this area in the future.
The joint declaration is not aimed to establish any legal or financial liabilities under national or international law and does not contain any statutes that do not comply with Russian law.
