The Ministry of Regional Development has held a meeting chaired by Regional Development Minister Igor Slyunyayev, where the capacities of the information system of the Russian Ministry of Finance were presented. The system was designed for the key spending units to draft planned expenditure commitment registers and budget justification for 2014 and the 2015-2016 planning period and to distribute budgetary allocations for 2014 and the 2015-2016 planning period according to the expenditure classification codes in line with the budget level set by the Finance Ministry.
The Electronic Budget makes it possible to avoid lengthy processes for approving documents (forms) by executives and executives responsible for the implementation of government programmes on paper, saving time and speeding up decision-making. Users who gain access to the information system can trace the entire chain of the approval of budgetary allocations that are within their sphere of competence. The information will be also available to executives and executives responsible for relevant government programmes, while being protected from other Internet users.
Since July 12, 2013, the Department for the Financing of State Programmes and Accounting at the Ministry of Regional Development has been entering data on budgetary allocations of the Ministry into the information system.
The Regional Development Minister suggested adding functionality to the Electronic Budget so that it handles budget implementation as well as budget planning, including disclosure of information on physical volumes of construction work at sites backed by federal funds.
This initiative, considered a pro-active step, has been backed by representatives of the Finance Ministry. Soon the two ministries will adapt the Electronic Budget to the targets and functions of the Regional Development Ministry.
