Minister of Transport Maxim Sokolov, Acting Moscow Mayor Sergei Sobyanin and Chairman of the Board of state-owned Avtodor company Sergei Kelbakh have assessed the reconstruction of the Businovskaya interchange and discussed various issues related to the implementation of the project. Maxim Sokolov said that the reconstructed interchange would enable the number of traffic intersections to be minimised, including through the use of one-way overpasses and acceleration lanes, and the capacity of the transport hub to be significantly increased.
The Businovskaya interchange, a key element of the Moscow transport hub, will link the Moscow Ring Road (MKAD) with the M11 Moscow-St Petersburg federal high-speed motorway, which is currently under construction. In the future, the Businovskaya interchange will become part of the Northern Expressway – a lateral road, crossing Moscow from east to north, bypassing the city centre. In selecting the layout of the future transport interchange, experts took into account various restrictions motivated by existing nature protection zones, local urban developments and available artificial structures. It was decided to reconstruct the interchange and to replace existing exits with one-way ramps and to establish high-speed transfer lanes in accordance with specific standards and regulations for planning urban development projects in Moscow. The layout of the multi-level transport interchange was also developed in accordance with specific project solutions regarding the Moscow-St Petersburg motorway and the existing road network. As part of the Businovskaya interchange reconstruction project, there are plans to build seven overpasses, one viaduct and one main route gallery and to widen the available overpass towards the MKAD across the Oktyabrskaya Railway. The eight-lane interchange will allow for speeds of up to 120 kph, while speeds at its exits will be 30-60 kph. As well as building interchange structures, there are plans to complete bus terminus points at the intersection of Zelenogradskaya Street and Dybenko Street, plus two additional bus stops. The project includes the relocation of utility mains which are part of the transport interchange reconstruction area. The timing of the work: from November 24, 2011 to September 30, 2014.
