The document has been drafted on instructions from Minister for the Development of the Russian Far East and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Viktor Ishayev.
The Forecast for the Development of the Natural Resource Sector in the Far Eastern Federal District for 2014-2016 is based on the Russian President’s Budget Address for the next three years and on the target indicators of the state programme, Socioeconomic Development of the Russian Far East and the Baikal Region until 2025.
The forecast is based on data on implementing investment projects in the oil and gas industry, the mining industry, the fishery industry and the timber industry.
It is planned that oil and gas investment projects in the Far Eastern Federal District will be the main sources of economic growth in the region. Natural gas production will grow from 29.7 billion cubic metres in 2012 to 35.9 billion cubic metres in 2016. The output of commercial products in the oil and gas sector will increase from 654 billion roubles in 2012 to 1.1788 trillion roubles in 2016.
The forecasted investments into the mining sector will amount to 246.2 billion roubles, with gold production set to increase to 158,100 tonnes, tin production 457 tonnes and coal production 54.6 million tonnes.
Twenty investment projects are scheduled for implementation in the timber industry, of which 12 have priority among forestry development projects and have been implemented in the FAFD since 2008. According to the forecast, timber processing volume will grow from 4,860,000 cubic metres in 2012 to 11,088,000 cubic metres in 2016.
The three-year plan for the fishery industry is to invest into the construction and modernisation of fish processing enterprises in the Kamchatka Territory and the construction of a logistical complex in Khabarovsk as well as a Far Eastern innovation and technological trade and logistical fishery complex in the Primorye Territory. The output of fish products is set to increase to 2,639,000 tonnes by 2016.
After a discussion with the executive authorities and the business community, the document will be approved by the Board of the Ministry for the Development of the Russian Far East before the end of this year.
